Abstract
Стаття присвячена темі повоєнного відродження сфери фізичної культури і спорту сільських територіальних громад в Україні. Мета дослідження – представити зміст проєкту «Moje Boisko ORLIK 2012» та інших подібних, започаткованих і реалізованих в Республіці Польщі, як приклади для можливого стимулювання повоєнного розвитку фізичної культури і спорту в сільських об’єднаних територіальних громадах України. Методи дослідження: аналіз літературних джерел і матеріалів з Інтернету, компаративний аналіз як метод, результатом якого є встановлення спільних і відмінних (специфічних) ознак і рис у предметі дослідження. Показано, що окрім достатньої міжнародної фінансової підтримки у нагоді стануть також зразки розвитку фізичної культури і спорту у гмінах Республіки Польща. Це започатковані з 2008 р. одна за одною державні програми, перед за все «Moje Boisko ORLIK 2012», «Biały Orlik», а також «Sportowa Polska». Створенню сучасної спортивної бази сприяли відповідні і потужні рішення уряду Польщі. Як видно, комплекс усіх цих програм, реалізація яких забезпечувалась впливовими діями Міністерства спорту і туризму Польщі і можливостями Фонду розвитку цього Міністерства, створили умови, за яких розвиток фізичної культури і спорту на місцевому рівні отримав потужний імпульс, перед за все, завдяки швидкому створенню сучасної спортивної бази. Можна рахувати, що започаткування подібної загальнонаціональної програми в Україні пришвидшить перехід значної кількості ОТГ від середнього до більш високих рівнів розвитку фізичної культури і спорту. Потреба готуватись до повоєнного відродження уражених війною територій України є ширшою, ніж власне ті сільські об’єднані територіальні громади, які знаходились на окупованих територіях, або регулярно обстрілювались розташованими неподалік ворожими військами. Усі інші громади, і це зрозуміло, недоотримували потрібної уваги до розвитку фізичної культури і спорту під час війни. Ця ситуація свідчить про те, що уваги з точки зору відновлення і розвитку цієї сфери потребуватимуть усі без виключення сільські об’єднані територіальні громади України. Т.І. Дорофєєвою виділені декілька рівнів стану фізичної культури і спорту в об’єднаних територіальних громадах України як зони їх найближчого розвитку на різну перспективу. Впевнена, що ідея розподілу гмін на рівні розвитку в них фізичної культури і спорту, запропонована вченими, знайде своє поширення також у Польщі.
The article is devoted to the post-war revival of physical culture and sports in rural territorial communities in Ukraine. The purpose of the study is to present the content of the project "Moje Boisko ORLIK 2012" and other similar projects, initiated and implemented in the Republic of Poland, as examples of possible stimulation of the post-war development of physical culture and sports in rural united territorial communities of Ukraine. Research methods: analysis of literary sources and materials from the Internet, comparative analysis as a method, the result of which is the establishment of common and distinctive (specific) features and traits in the subject of research. It is shown that in addition to sufficient international financial support, examples of the development of physical culture and sports in the communes of the Republic of Poland will also be useful. These are state programs launched one after the other since 2008, primarily «Moje Boisko ORLIK 2012», «Biały Orlik», as well as «Sportowa Polska». Appropriate and powerful decisions of the Polish government contributed to the creation of a modern sports base. As can be seen, the complex of all these programs, the implementation of which was ensured by the influential actions of the Ministry of Sports and Tourism of Poland and the possibilities of the Development Fund of this Ministry, created the conditions under which the development of physical culture and sports at the local level received a powerful impulse, first of all, thanks to the rapid creation of a modern sports base. It can be considered that the initiation of such a national program in Ukraine will speed up the transition of a significant number of OTC from average to higher levels of physical culture and sports development. The need to prepare for the post-war revival of the war-affected territories of Ukraine is broader than those rural united territorial communities that were located in the occupied territories or were regularly shelled by enemy troops located nearby. All other communities, and this is understandable, did not receive the necessary attention to the development of physical culture and sports during the war. This situation shows that all rural united territorial communities of Ukraine, without exception, will need attention from the point of view of recovery and development of this sphere. T.I. Dorofieieva. highlighted several levels of the state of physical culture and sports in the united territorial communities of Ukraine as zones of their closest development for different perspectives. I am confident that the idea of classifying municipalities according to the level of development of physical culture and sports, proposed by scholars, will also find wide application in Poland.
