Abstract
The article concerns the possibilities of monitoring in higher education as a factor in the formation of effective manpower policy in scientific and teaching staff training in Ukraine. On the basis of data on the quality of higher education, as well as on the dynamics and state of training in higher education the trends in formation of manpower policy of Ukraine are characterized, effective conditions for its implementation taking into account relevant social challenges are reasoned.
