Abstract
У дисертації сформульовано й науково обґрунтовано теоретичні й методичні засади професійного розвитку комунікативної культури фахівців сфери діловодства у системі неперервної освіти. Розроблено й обґрунтовано концепцію дослідження й впровадження розроблених – складної системи професійного розвитку комунікативної культури фахівців сфери діловодства у системі неперервної освіти, моделі складної системи та методики організації професійного розвитку комунікативної культури фахівців сфери діловодства у системі неперервної освіти з воркшопом «Я-стратегія професійного розвитку комунікативної культури» для ефективної освітньої політики якості й безпеки життєдіяльності соціокультурних форм організації за цільовим призначенням професійної підготовки та розвитку комунікативної культури фахівців сфери діловодства у системі неперервної освіти. Сформульовано авторські дефініції «професійний розвиток», «комунікативна культура фахівців», «ділове ком’юніті», «методологія формування комунікативної культури» та «складові архітектури ієрархії методології формування комунікативної культури»; уточнено і сформульовано поняття «складна система професійного розвитку комунікативної культури фахівців сфери діловодства», «система неперервної освіти», «неперервне навчання впродовж життя як система і процес розвитку», «ділова та комунікативна культура», «комунікаційний менеджмент». Обґрунтовано та розроблено програму дослідження та критеріальний апарат оцінювання рівнів професійної розвиненості комунікативної культури фахівців сфери діловодства у системі неперервної освіти. Розкрито та конкретизовано мультимодуси справочинства/документовпорядження/діловодства системи неперервної освіти (освітньо-наукових систем ЗВО) у багатоаспектному феномені – організації публічного управління та адміністрування на принципах транспарентності, партисипатії та сталого розвитку; раціональності ресурсного забезпечення освітнього процесу; соціальної та академічної мобільності у процесі здобуття освіти, профорієнтації, перекваліфікації, підвищення кваліфікації та стажування; імплементації правових і соціальних гарантій у інтеграції освітнього та наукового простору; безпековості соціокультурних форм організації ЗВО; безбар’єрності; здоров’язбереження і психосоціальної підтримки; виокремлено семантичне призначення кваліфікаційних груп фахівців сфери діловодства; комплекс чинників, які впливають на потенціал методології формування та професійного розвитку комунікативної культури фахівців сфери діловодства у системи неперервної освіти; методологічні проблеми формування та професійного розвитку комунікативної культури фахівців сфери діловодства у системи неперервної освіти. Обґрунтовано та удосконалено зміст, структуру освітніх програм професійної підготовки та розвитку комунікативної культури фахівців сфери діловодства у системи неперервної освіти. Розвитку набули теорія і методика професійного розвитку комунікативної культури фахівців сфери діловодства у системи неперервної освіти.
The thesis formulates and provides scientific substantiation for theoretical and methodological foundations of professional development of communicative culture for records management specialists in the system of continuous education. The purpose of the research is to substantiate and improve theoretical and methodological foundations, as well as to conduct an experimental verification of the complicated system and methodology of organizing professional development of communicative culture for records management specialists in the system of continuous education. The concept of the research has been developed and substantiated, which is based on the foundation of system-forming constructs – fundamentalism of axiomatic theory and rational compromise of practical goals for development; the epistemological construct; the construct of academic cosmopolitanism; the ontological construct; the construct of non-conformism; the construct of futuristic axiogenesis; and the construct of noospherism. The complicated system of professional development of communicative culture for future record management specialists in the system of continuous education has been developed, substantiated and verified, as an integral unity of components within the five blocks and components of their subsystems (target-based multimodal; social and demand-based; the triad of systemic continuous organization – research work, continuous education, specialists’ professional development; conceptual-methodological in concepts; organizational-methodological with a methodological organizer and the methodology to organize professional development of communicative culture of future records management specialists in the system of continuous education, given in the three aspects of methods – research, methods and forms of organization, methods and forms of teaching, provision of means of technical regulation and informational-technological support – ISO standards for the three blocks of the structural-logical organization; software for programs and platforms within problem-integrated modules “Educational policy for life quality and life safety,” “Global education for democratic culture,” “Academic ethics and integrity” and “Informational and communicative management” for continuous training and professional development of education applicants pursuing Bachelor’s and Master’s degrees, organization of content supply for the workshop “Personal-based strategy of professional development of communicative culture”; result-based – the metrics for report assessment – categorical apparatus (of research works, the system of continuous education and professional development) in the triad of informational-analytical, and network-based organization of professional development of communicative culture for records management specialists. The author’s definitions for the following terms have been formulated: “professional development,” “specialists’ communicative culture,” “methodology of forming communicative culture” and “architectural components of the hierarchy of forming communicative culture”; the following terms have been clarified and formulated: “complicated system of professional development of communicative culture for records management specialists,” “system of continuous education,” “continuous lifelong learning as the system and process of development,” “business culture and communicative culture,” “communicative management.” The program to study, and the set of criteria to assess the levels of professional development of communicative culture of records management specialists in the system of continuous education have been substantiated and designed. The thesis has revealed and concretized the multimodi of record keeping/document management/records management within the system of continuous education (educational and scientific systems of HEIs) in the multi-aspect phenomenon – organization of public administration and administration based on principles of transparency, participation and sustainable development; rationality in resource support for the educational process; social and academic mobility in pursuit of higher education, vocational guidance, retraining, advanced vocational training and traineeship; implementation of legal and social guarantees into integration of space; safeness of sociocultural forms of organizing HEIs; inclusiveness; health preservation and psychological-social support; the author singles out the semantic purpose of qualifying groups for records management specialists; the complex of factors affecting the potential of methodology for shaping and professional development of communicative culture for records management specialists in the system of continuous education; methodological problems of shaping and professional development of communicative culture for record management specialists in the system of continuous education. The contents, structure of educational programs of professional training and development of communicative culture for records management specialists in the system of continuous education have been substantiated and improved. The theory and methodology of professional development of communicative culture for records management specialists in the system of continuous education have been further elaborated on.
